A three judge panel of the U.S. Circuit Court ruled that the Democrats did not have enough standing to file suit against Trump for violating emoluments clause

The Constitution permits the Judiciary to speak only in the context of an Article III case or controversy and this lawsuit presents neither.”

The emoluments clause prohibits government officials from receiving payments from foreign governments without approval of congress.
