The passage of the 1994 crime bill that led to an increase in incarceration for the next 14 years is under scrutiny in the 2020 election.
The bill encouraged even more punitive laws and harsher practices to keep individuals locked up for more extensive periods of time.
The bill was an attempt by Democrats to show Republicans that they could be even harsher on crime.
States were encouraged to pass truth in sentencing laws and additional 60 crimes were added as eligible for the death penalty.
