Should an American citizen subjected to this type of scrutiny and allotment of government resources from a simple tip from a random citizen. All for LEGALLY walking around Richmond with a camera.

As it turns out, it was a ‘tip’ from The Capitol Police and not a random citizen. Apparently he was under surveillance by them the entire time.

The man filming identified himself as the son of former State Police captain Bill Wagner. Mr. Wagner filmed the incident from his front porch in Northumberland County Virginia, more than 70 miles from Richmond.
