On Monday hundreds of protesters gathered in Sacramento at the state capitol demanding that the state be reopened. Hundreds of people drove around the capitol honking their horns while others stood outside the capitol in opposition to Governor Newsom’s stay at home order.

Governor Newsom’s stay at home order currently does not have an end date. He stated that he didn’t want to “make a decision that’s based on politics and frustration.” However many residents in California are frustrated with the order and want the state to reopen ASAP.

In response to citizens exercising their first amendment right, the California Highway Patrol announced that they would not be issuing permits for any large gathering at state properties while the ban for any large gathering was still in effect.

“Permits are issued to provide safe environments for demonstrators to express their views. In this case, the permit for the convoy was issued with the understanding that the protest would be conducted in a manner consistent with the state’s public health guidance.”
– California Highway Patrol

The permit for Monday’s protest was issued by California Highway Patrol Capitol protection section. However the CHP referred any inquiries regarding the matter to the Senate which has nothing to do with the issuing of these permits.

“The Senate was not consulted by CHP and the Senate does not issue permits for events outside the Capitol,”
– Senate President Toni G. Atkins

When the permit was issued CHP was made aware that there could be at least 500 people and they even helped the organizers set up for the protest before it began. Throughout the protest CHP did nothing to keep the crowd from assembling.

“In the interest of public safety and the health of all Californians during the COVID-19 pandemic, effective immediately the California Highway Patrol will deny any permit requests for events or activities at all state facilities, to include the State Capitol, until public health officials have determined it is safe to gather again,”
– California Highway Patrol

While CHP may not be issuing anymore permits, more protesters are planning to gather throughout the state exercising their constitutional rights
